ABS Capital Partners has promoted Cal Wheaton from principal to general partner. He joined the firm in 2003.

Ahmed Badreldin has joined Abraaj Capital as an executive director. He previously was a senior director of leveraged finance with Barclays Capital in London. In other Abraaj news, the firm has promoted Narayanan Rajagopalan from senior vice president to executive director.

Charlie Bartz has joined BerchWood Partners, a private equity placement agent, as a partner. He previously spent 11 years with C.P. Eaton Partners.

David Benin has joined Close Brothers as a managing director in the firm’s Paris office. He will co-lead the firm’s Advanced Manufacturing team, and previously was an investment banker with Morgan Stanley.

Christine Daley has joined Oak Hill Advisors as a managing director, focused on opportunities in the stressed and distressed credit markets. She previously was a managing director with Lehman Brothers.

Mikael Dahl has joined EQT Partners, after having served as co-head of Citigroup’s European financial entrepreneurs group.

Andrew Doman has been named CEO of Russell Investments. He previously was a founding director of McKinsey & Co.’s United Kingdom-based European Asset Management practice. He succeeds John Schlifske, who will continue to serve as Russell’s president.

GMT Communications Partners, a private equity firm focused on the European communications sector, has made three promotions: Jonathan Gillbanks to managing director, Sebastian Sipp to principal and Vikram Krishna has to senior associate.

Ian Jackson has joined The Carlyle Group as a London-based director with Carlyle Strategic Partners, the firm’s global distressed and corporate opportunities arm. He previously was with Deutsche Bank as a senior analyst in the European Distressed Products Group.

Keith Jones, former CEO of Morley Fund Management, has joined Permira as a senior advisor to the firm’s newly-formed financial services team.

Tom Krasnewich has joined BMO Capital Markets as a Chicago-based managing director of the firm’s U.S. Industrials group. He previously served in a similar capacity with Deutsche Bank Securities.

Mason Wells Buyout Funds has promoted Asim Khan, Jay Radtke and Ben Holbrook to director. It also has promoted John Martin to associate.

John Moore Jr. has joined 3i Group plc’s North America operations as a partner, with a responsibility for the group’s healthcare strategy. He previously was with Morgan Stanley as a managing director and global head of healthcare investment banking.

Mike Musuraca has joined Blue Wolf Capital Management as a managing director. He previously was assistant director of research and negotiations for District Council 37 of the American Federation of State, County and Municipal Employees. While with AFSCME, he served on the Investment and Proxy Committees of the New York City Employees’ Retirement System.

Win Neuger reportedly has resigned as chief investment officer for AIG, although he will continue to retain his title as CEO and chairman of AIG Investments, which is being readied for a sale.

Meredith Niles has been named an investment manager with Impetus Trust, a UK venture philanthropy organization. She is a former executive director with Goldman Sachs who, most recently, worked with the Junior League of London.

John Orem has joined Miller Buckfire & Co. as a senior advisor, focused on business development efforts in the global gaming market. He had spent the past 20 years with Morgan Stanley.

Lynsey Register has joined Hermes Private Equity as an investment manager. She previously worked with private equity fund-of-funds manager Kedge Capital and, before that, BlackRock.

TA Associates has promoted both Hythem El-Nazer and James Hart from vice president to senior vice president.

Vestar Capital Partners has promoted Daniel Boege to executive director, and promoted both Andrew Cavanna and Brian O’Connor to principal.
