ACG New York has elected a new president, chairman, executive vice president, treasurer, three new board members, and three new members to its executive committee, effective Sept. 1. The new president is Heidi Deiner, director of business development at Murray Devine, a valuation advisory firm with offices in New York and Philadelphia.

Investment bank Altium has appointed Oliver Vaughan as an assistant director in its London office. He joins Altium from Livingstone Partners, where he was also an assistant director.

New York-based investment firm Brock Capital Group has hired O. James Sterling III as a managing director in the firm’s M&A transaction advisory group. Previously, Sterling worked at Aleutian Capital Group, where he served as managing director and head of investment banking.

Cantor Fitzgerald Wealth Partners, an affiliate of Cantor Fitzgerald, has hired Scott Hotham as executive vice president and head of U.S. private wealth management sales. Previously, Hotham worked at Merrill Lynch.

Specialty finance company CapX Partners has named Taira Masciantonio as an associate. Previously, Masciantonio worked at PNC Financial Services, where she served as an analyst.

The Chertoff Group has hired Alastair MacWillson as a principal. MacWillson, who will be based in the firm’s London office, is a former global managing director for technology consulting at Accenture. The Chertoff Group is a provider of consulting, risk management and M&A advisory services.

Dorsey & Whitney has re-hired former private equity executive Guanxi Zheng as of counsel in the corporate group in the law firm’s Seattle office. Zheng was an associate and partner in Dorsey’s Hong Kong office from 2000 to 2006, focusing on corporate transactional work including M&A, joint ventures, tech licensing, corporate finance and structured acquisitions of non-performing loans. In 2006, Zheng became director, vice president and general counsel at DAC Financial Management in Hong Kong and Beijing, where he was responsible for due diligence, contract negotiations and portfolio management.

Investment bank Evercore Partners has hired Randy Crath as a senior managing director in its oil and gas group. Previously, Crath worked at Scotia Waterous, where he served as a managing director. He will be based in the firm’s Houston office. Evercore also has hired Donald Monson as a senior managing director in its technology group. The appointment becomes effective in September. Previously, Monson worked at JPMorgan, where he served as a managing director and head of international Internet and digital media investment banking. Monson will be based in the firm’s Menlo Park, California, office.

New York City-based investment bank H.C. Wainwright & Co has expanded its biotechnology practice with four hires. The firm has named Dr. Swayampakula Ramakanth as managing director in equity research. Also, HCW has added Dr. Aileen M. Gibbons, Dr. Sean W. Hagerty and Dr. Jeffery R. Smith to the HCW healthcare investment banking team as vice presidents.

Hycroft has hired Terry L. Wetterman Jr. as a director. Previously, Wetterman worked at Paul Capital, where he served as director of investor relations. Based in New York, Hycroft is an investment bank focused on the alternative investments market.

Quarton Partners has hired Matt Schloop as a director and Doug Shinkle as an analyst. Schloop spent eight years with Pfingsten Partners, a Chicago-based private equity firm. Shinkle previously worked at Ducker Worldwide. Quarton Partners, headquartered in Birmingham, Michigan, is a mid-market investment bank.
