State of Michigan senior portfolio manager Shawn Winnie is leaving the treasury to work as an independent consultant.

Winnie, whose departure was first reported by Secondaries Investor, plans to consult with LPs on GP-led restructurings. His last day at Michigan is Sept. 9.

Prior to his 10-year stint at the Michigan Department of Treasury, Winnie was an attorney for the law firm Cooley LLP. He also worked as an analyst for Shott Capital Management.

A State of Michigan spokesman could not be reached for comment.

At Michigan, Winnie was responsible for the state’s $9.5 billion private equity program, including its portfolio of co-investments. Michigan held 16.1 percent of its assets in PE as of March 31, according to its most recent investment report.

The program delivered a 12.3 percent 10-year annualized return, according to the same report. Last year, Michigan’s private equity program returned 9.9 percent, beating its benchmark by more than 5 percentage points.
