• Brett Gordon, Julia Hupman and Karin Lagerlund have all been named vice presidents with HarbourVest Partners LLC. Gordon, formerly a senior associate, joined the firm in 1998. Hupman, also formerly a senior associate, has been with the firm since February 2001. Prior to her promotion, Lagerlund was a controller at HarbourVest.The firm also promoted Hannah Tobin, Scott Voss and Christopher Walker to senior associates. Finally, Harbourvest’s John Fiato and Jeffrey Keay also were promoted to associates.

• Steve Harrick, formally of Highland Capital Partners, has been named managing director with Institutional Venture Partners. Additionally, Dennis Phelps has been named a principal at IVP. Previously, he was with Hambrect & Quist. Both will focus on expansion-stage investments in the software and communications sectors.

• Terence Garnett has joined Venrock Associates as a general partner in the firm’s Menlo Park, Calif., office. He will focus on information technology investments with a specialty in software companies. Garnett previously served as a venture partner with the firm.

• Charles Flynn has been named head of fund investing at DB Capital Partners, the private equity arm of Deutsche Bank. He will oversee all of Deutsche Bank’s private equity fund investing activities and manage the fund of funds and the secondary fund investing businesses. Before joining DB Capital Partners, Flynn served as a managing director at AXA Investment Managers, where he founded its global third-party fund-of-funds business.

• Robert Mashal has joined Boston Millennia Partners as a partner. He will focus on the health-care and life science sectors and work on drug discovery technologies, including genomics, systems biology, and chemical genomics. Mashal was previously a program executive at Vertex Pharmaceuticals.
