• Devon Giacalonehas been promoted to partner at TVM Techno Venture Management. She will now lead the firm’s new office in San Francisco. Giacalone has more than 25 years experience as a venture capitalist, investment banker and senior executive in biotechnology. She is the former president and chairman of seed venture capital fund Dallas Biomedical.

• Rockwell Schnabel, founder and managing director of Trident Capital, expects to be nominated by President Bush as the U.S. envoy to the European Union. Schnabel will remain a special limited partner with Trident Capital if his nomination is approved. Previously, Schnabel was acting secretary of commerce and deputy secretary of commerce during the Bush administration and U.S. ambassador to Finland during the Reagan administration.

• Michael Jonovski has joined PricewaterhouseCoopers Venture Partners as an investment director in its U.K. division. He will be at the firm’s London office. Previously, Jonovski worked as an assistant director of PricewaterhouseCoopers’ corporate finance division.

• Ben Brooks has joined Capital Investment Companies as director of wealth management. Brooks will continue to serve as managing director for Southern Capitol Ventures, also located in Raleigh, N.C.

• Capital Z Partners Founder Adam Mizel has resigned from his partner post. Capital Z Partners will continue to specialize in financial services start-ups and will no longer invest in technology start-ups. Mizel resigned all but one of his board of directors positions. He still sits on the board of ChannelPoint Inc., an e-commerce solutions provider.
