Eric Bischof and Jonathan Pruzan have been named global co-heads of Morgan Stanley’s financial institutions group. They succeed Ruth Porat, who was named chief financial officer last month.

Anastasia Deulina of First Reserve Corp. has been promoted to director. She joined the energy-focused buyout shop in 2007, after having served as a vice president with both Goldman Sachs and Merrill Lynch.

Vince Hemmer has “retired” from Chicago-based private equity firm GTCR, according to The Chicago Tribune. He had joined the firm in 1996, and became a principal in 2001.

Spencer Hoffman of Lovell Minnick Partners has been promoted to the position of managing director. He originally joined the firm after serving as a principal with Safeguard Scientifics and as an associate with Mellon Ventures.

Douglas Kramer has been named CEO of Horizon Asset Management. He stepped down late last year as a managing principal with Quadrangle Group, which he had joined in April 2008 as chief operating officer.

John Lane has been named director of investments for the Ohio Public Employees Retirement System (OPERS). He previously ran pension investments for Eastman Kodak and served as chief investment officer for the Pennsylvania Public School Employees’ Retirement System.

Joshua Lutzker of Berkshire Partners has been promoted to managing director. He joined the firm in 1998 as an associate, and rejoined in 2002 after graduating from Harvard Business School.

Hans Morris, former president of Visa Inc., has joined General Atlantic as a special advisor focused on the financial services sector.

Solomon Owayda has joined Siguler Guff as a managing director. He previously was chief investment officer at SVG Advisers, and before that oversaw private equity investments for the California State Teachers’ Retirement System.

Nilesh Parikh has joined Blue Wolf Capital Management as a vice president. He previously was with both GoldenTree Asset Management and American Capital Strategies.

Andrew Rubinstein of Paul Capital has been promoted to partner. He is based in the firm’s New York office, and focuses on royalty transactions. Rubenstein joined Paul Capital in 2007, after having served as CEO of Microban International.

William Perez has agreed to join Greenhill & Co. as a senior advisor, focused on the consumer products market. He is the former president and CEO of chewing gum company Wm. Wrigley Jr. Co., and before that was president and CEO of Nike.

Glenn Schiffman has been named head of I-banking for the Americas of Nomura Holdings. He had been serving as Nomura’s head of I-banking for Asia (excluding Japan).

Julie Schneider has joined First Republic Bank, as a senior commercial lender in the firm’s Palo Alto, Calif. office. She had spent the past 17 years with Silicon Valley Bank, most recently as a director of private equity services.

Clay Shumway has joined Dallas-based Highland Capital Management as a director of business development. He previously was vice president of business development and investor relations for Newcastle Capital Management.

Alan Spurgin has joined Square 1 Bank as an executive vice president of technology banking.

Robert Walls has joined Clear Channel Communications as executive vice president and general counsel. He had been a co-founder and managing director with Post Oak Energy Capital, a private equity and debt firm focused on the energy services market. Clear Channel is owned by private equity firms Bain Capital and THL Partners.

Mark Young has joined Dallas-based investment bank MHT Partners, as head of the firm’s new Boston office. He previously was a managing director with Capstone Partners.
