Baird announced that James Hemmer will soon join the firm’s investment banking financial services team as a managing director. He will be based in the firm’s Chicago office.

Randolph Barker has joined Gleacher & Company Securities, the broker-dealer subsidiary of Gleacher & Co., as executive managing director and head of investment banking and capital markets. Previously he served on Chapdelaine & Co.’s executive committee and was co-head of the global fixed income, commodities and currencies group at Citigroup.

The law firm Goodwin Procter has appointed Lawrence M. Chu as a member of Goodwin’s technology companies, M&A/corporate governance and private equity practices at the firm’s business law department. He will be based in the Silicon Valley office. Chu joins from Wilson Sonsini Goodrich & Rosati in San Francisco, where he was a partner.

Horizon Technology Finance Management has added Todd McDonald as managing director for the Mid-Atlantic technology and clean technology markets, and named Mike Lederman managing director for the West Coast technology and clean technology markets. The firm also announced that it has opened a new office in Reston, Va. The firm provides secured loans to venture capital and private equity backed development-stage companies in the technology, life sciences, health care information and services, and clean-tech industries.

The New York-based investment bank Morgan Joseph TriArtisan has appointed Stephen Robb a managing director in its consumer, retail and leisure investment banking practice. Robb was previously a managing director and head of the retail, consumer, and restaurant investment banking group at Cantor Fitzgerald.

Fridolf Hanson has joined LBC Credit Partners as a director. He will be primarily responsible for originating, structuring and executing new debt investments for LBC, which provides financing to mid-market companies. Most recently, Hanson was a senior vice president of business development at Royal Bank of Scotland.

Neil Caddy has joined the law firm Milbank, Tweed, Hadley & McCloy as a partner in the firm’s global leveraged finance group. He will be based in London. Caddy was recently with Mayer Brown.

Taylor Capital Group, general partner and investment manager of the Mountain West Debt Fund, has named Rob Simmons to its board of advisers. Simmons is a partner at Bendigo Partners, a New York based buyout firm. He also served previously as chief financial officer for E*Trade Financial. Taylor Capital Group, has offices in Salt Lake City and Henderson, Nev.
